Provision of sub-consultant services to AECOM for Phase 2 of the Asset Condition Assessment Project (ACAP), which aimed to compile a detailed database containing relevant asset conditions for the Melbourne metropolitan train and tram networks using a standardised asset condition assessment methodology.
Overview
ACAP Phase 1 was the Baseline Phase where the framework, methodology and its validation was undertaken (by others) to ensure the ongoing effectiveness of future ACAP stages.
AECOM was appointed to develop a scope for ACAP Phase 2 - Asset Condition Assessment.
Converge Asset Management provided sub-consultant advisory services to AECOM in the form of formulating operational processes and documentation to operationalise the delivery of the Phase 2 project deliverables.
The Challenge
The metropolitan public transport system operates on a 24/7 delivery model which presented operational challenges in relation to the safe capture and processing of asset condition data.
A statistically representative sample of asset data was required to be captured to facilitate the extrapolation of network-wide outcomes at adequate confidence levels.
The Approach
Extensive consultation with key stakeholders, particularly operational personnel, was a key requirement for the successful delivery of ACAP Phase 2.
A pilot approach was recommended to capture a statistically representative sample of data whilst managing data quality expectations for the various asset classes.
The Outcome
The delivery of Phase 2 was a critical hold point in validating the operational feasibility and potential quality outcomes of ACAP off the back of the Phase 1 baseline and methodology development.
